The House of People’s Representatives ratified the bill for Urban Landholding Registration on its session held July 2.
The proclamation is aimed at ensuring uniform protection of landholding rights of individuals, associations, private and government institutions, by enabling urban centers identify the land available at their disposal through inventory and create integrated national landholding system compatible with the rural land administration. The system not only supports the building of one economic community, but will also accelerate the economic, social and environmental development of urban centers by ensuring landholders’ security of landholding rights and recognition of title to land-related permanent property by certifying the right through registration.
The bill was formulated under the premise of realizing the rights of citizens to immovable property they own and their right to use the land.   The registration shall generate reliable information for the country’s economy which will be utilized for the required service.
Minimizing disputes arising from land and land-related property, establishing a transparent and accountable working system and making government services efficient, and enabling the possessors to enjoy their property in accordance with the law, are also other factors for the formulation of the proclamation.
Furthermore, the need for the proclamation was initiated to put in place a legal framework which is up-to-date, efficient and compatible with market transactions that facilitate the registration of rights, restrictions and responsibilities relating to land and land-related property and enhance the development of a free market economic system. 
The proclamation has put upto twenty years of imprisonment and 200,000 birr fine for any undue acts by any official, registering officer, landholding verifying officer, cadastral surveyor, and a surveyor with special permit or employee who is in charge of implementing this proclamation.
