The Ethiopian Revenue and Customs Authority (ERCA) third year performance in revenue collection was below the set target
when compared with the accomplishments of the first two years of the Growth and Transformation Plan (GTP). The tax Authority secured 84.2 billion birr in the past fiscal year that ended on July 7.
Even though ERCA projected to collect over 101 billion birr at the end of the previous fiscal year, it achieved about 83% of the target.
During the first two years of the GTP, 2010/11 and 2011/12, the Authority accomplished 112% and 105% of its set target, respectively.
The Authority was able to collect 50.8 billion and 70.7 billion birr in the stated fiscal years after setting an initial target of 45.1 billion birr and 70 billion birr, respectively.
However, ERCA seems to have lost its momentum after its previous heavy weight officials were arrested on the allegation of corruption in the fourth quarter of the budget year along with numerous others.
According to a report released by ERCA’s Public Relations Office, the Authority has collected 44.8 billion birr from inland tax and non-tax revenues, 39.4 billion birr from import/export duty and tax and 107 million birr net profit from national lottery sales.
The revenue that was collected from tax, non-tax and municipal service revenues of Addis Ababa is 9.3 billion birr and it has surpassed the projection by 1%. Compared with the 2011/12 budget year, the revenue collected from the city has increased by 4.2 billion birr.
According to the Ministry of Finance and Economic Development’s (MoFED) 2013/14 budget report, from the total 154.9 billion birr budget allocation, 105 billion birr is expected to be collected from tax and nontax revenues.
Even though the Authority has not met its target this past year, it has engaged in various activities including the expansion of the use of cash register machines by businesses
From the stated number of sales register machines, some 55,462 are utilized by the taxpayers of Addis Ababa and the rest have been distributed to the cities in various regional states. In the past two years, the number of cash machine users in regional towns has been growing. Late during the past fiscal year, officials of ERCA including Melaku Fenta, its long serving director, and his deputy, Gebrewahid Gebregiorgis, along with other high officials have been arrested with prominent businessmen suspected of involvement in corruption. Since his appointment after the 2005 election, Melaku had been registering good performance in the history of the country’s tax collection.
Beker Shale, former mayor of the town of Adama (Nazareth), is now appointed as the new Director of ERCA.
