Multi-polarity is a condition of global political economy where all players are forced to abide by collective/international ‘laws’, without anyone having the wherewithal to invoke the ludicrous notion of ‘exceptionalism’ ad infinitum. In a multipolar situation no one/country is above the law, not only in theory, but also in practice. For example, declaring war on any country, without the approval of the UNSC (United Nation Security Council) is considered ‘a war of aggression’ and the perpetrators of such aggression are liable to prosecution on charges that include, ‘crimes against humanity. Currently these laws don’t seem to apply to the powerful states (empire) & individuals within it. This is one of the features of a unipolar world. It is because of the absence of multi-polarity, institutions such as the ICC (International Criminal Court) tend to regularly court the small fries of the world, while the big Mafiosi roam around the world with impunity!
In a multipolar situation, the preponderance of a dominant hegemon is hardly present and there are benefits that accrue from such a regime. Rhetoric by incumbents aside, (empire=North America + EU + Japan) & hegemon (USA) the general objective of countries is to get by with all and sundry without seriously ruffling the feathers of others, small or big! The bipolar world of the recent past (to some extent) exemplified the effectiveness of a non-unipolar global configuration. When the USSR was around, the world was confronted with two super powers, (USSR had unparalleled reach & some serious destructive capacity) while the USA was an all rounded power. The MAD doctrine, (Mutually Assured Destruction) crazy as it were, prevented absurd notions such as preemptive nuclear strike or winnable nuclear wars or the stupid notion of missile shield from gaining currency.
Nuclear missile shield is a very dangerous concept that is founded, not on some tangibly reliable science fiction type weaponry, but is an irrational belief based, mostly on a first strike capability (assuming no response)! Wiping out a country’s known ICBMs (Inter Continental Ballistic Missile) before they take off and finishing off the (enemies’) remaining tactical missiles (armed with nuclear warheads) with the help of limited range satellite guided weaponry is the core of this lunatic doctrine. How about those, which are not very visible, (even to the eyes of the sophisticated satellites, which themselves are prone to hits by satellite destroying missiles) such as the ones on mobile systems, submarines, intricate rail systems, etc.? How about sending plenty of decoys to fool the antimissile complex? There are many anti symmetric approaches to nullify the supposed deterrence of the so-called missile shield system. No matter! So long as all sorts of important tasks (such as this) are left to psychopaths that inhabit the ‘deep states’, there is no end to money scheming schema! What for-profit ‘killing industry’ is capable of concocting is truly frightening! See the article on page 30.
The powerful politicos, as politicians (of empire) don’t directly design and make weapon systems, nuclear or otherwise. They do so only in their capacity as investors or paid politicians in the services of the firms that make such monstrosities. The defense industry or more honestly the ‘killing industry’, is composed of powerful institution of the military-intelligence-industrial-banking-media complex. This nexus’s main objective is to establish, in the minds of all humanity, that war is a permanent feature of life and all of us must prepare for it in our own different capacities. The logic then follows; humanity must eternally prepare itself for destruction!
Currently, politicos of the powerful states are as detached (from the aspiration of their beast = human mass) as their suburban mansions, and think they can still get away with murder, just like the good old times. But the demo (electorate mass) is having second thoughts about the whole manipulative schema that are pushed by entrenched interests of their ‘deep states’! In the rich countries; economic, social, political, cultural, etc. issues (to say nothing about natural ones) are becoming very pressing matters. The rumblings in Europe (Scotland, Veneto, Catalonia, Flemish, etc.) are only harbingers of things to come!
To be sure, none of the countries of the globe, as they are constituted today, can become a bona fide hegemon. We don’t subscribe to the idea that China or Russia, can replace the existing hegemon. We are of the opinion; there won’t be a dominating power (hegemon) in the near future, without the reconfiguration of existing nation-states. What might prevail, hopefully, are blocks of nations collectively and amicably setting up viable and more equitable global governance. See Korybko’s article next column.
