REQUEST FOR EXPRESSIONS OF INTEREST

(CONSULTING SERVICES – FIRMS SELECTION)

Assignment Title: Consulting Services for Managing and Overseeing Core Insurance System Upgrade Projects.

In line with the government’s national digital transformation initiatives in the financial sector, Nib Insurance Company (S.Co) is committed to providing a seamless digital experience for its clients. Since 2015, the company has been actively implementing IT solutions across all branches, contact offices, and support units to meet evolving customer expectations and regulatory requirements.

As part of its dedication to continuous improvement, Nib Insurance Company has allocated a budget for consulting and supervisory services to support the replacement of its core insurance system and related components. This includes:

1. Developing a comprehensive bid document that reflects Nib’s current IT infrastructure and incorporates the latest technological advancements, ensuring all critical requirements are thoroughly addressed.
2. Providing thorough due diligence and ensuring efficient IT project management with the highest professional standards.
3. Supervising the implementation of the new core insurance system and its associated components.
4. Managing change effectively during the upgrade process of the core insurance system.
5. Enhancing core business services to better leverage IT capabilities.
6. Monitoring the data migration from the existing core insurance system to the new platform.
7. Restructuring the IT department with a focus on customer-oriented service delivery.

The Services will be delivered within a maximum period of 18 months.

This is, therefore, Nib Insurance Company (S.Co) hereby invites qualified international consulting firms (“Consultants”) to express their interest in providing the Services. Interested Consultants are required to submit information that demonstrates their qualifications and relevant experience necessary to perform the Services at the address stated below. The criteria for shortlisting qualifications include:

1. General Experience:
2. Experiences in the ICT field including but not limited to Core Insurance/Banking System projects supervision or consulting experience (minimum of seven (7) years).
3. Experience in supervising public or private financial institutions or agencies in ICT field (minimum three (3) projects).
   1. Specific Experience
4. Experience in supervision of projects in scope, complexity and value related to supply, design and implementation of integrated core insurance/banking systems, data management/migration, IT policy, IT strategy, IT standards and IT governance in the last six (6) years (minimum 2 projects).

1. Experience in the region (in Ethiopia and other Sub Sahara Countries).
2. Number of permanent personnel related to the service (min. 6 personnel).
3. Diversity of permanent personnel related to the service (Min. 5 types of professionals).
