Invitation for Bid for the Provision of Messenger Service

Country Office Addis Ababa, Ethiopia

1. BackgroundInternational Labour Organization Country Office Addis Ababa is seeking to contract company that provides Messengers Service for a period of one year 01 January – 31 December 2026 (with a possibility of extension depending on the quality of service provided).

2. Objective:Under the supervision of the Senior Operations Officer and Operations Asst., the Contractor will be required to provide messenger service to support the Country Office Addis Ababa. A company who can provide with three messenger/personnel to deliver the messenger service.

3. GENERALThe ILO CO-Addis Ababa shall:Facilitate entrance permission from ECA Security for the members of the Contractor. The Contractor is required to inform to the Office whenever there is a change in the list of its members/personnel.

The Messengers shall provide to the ILO CO-Addis Ababa the following service:

1.Assist with the operation of photocopy machines, the reproduction of documents, the movement of stored files, the annual physical inventory of ILO Office furniture and equipment, and the organization of meetings.

2.Moving of office furniture, supplies, equipment files, publications or any other item between offices and or storage rooms as required

3.Such other related services as may be requested by the ILO Office within the general scope of the Agreement, such services not to result in additional costs for the Contractor.

In providing the above-described services, the Contractor shall respect the following condition:

1.The messenger work shall normally take place outside regular ILO Office hours (Monday to Friday, 8:30 a.m. – 12:30 p.m. and 1:30 p.m. – 5:30 p.m.).

2.The Contractor is not expected to work on holidays observed by the ILO Office. In the case of the ILO Office working on an Ethiopian National Public Holiday, the Contractor shall provide services on that day at no extra cost to the ILO Office.

3.The Contractor is responsible for any damage caused to the building (including furniture, fixture, and office equipment) or losses of property. The Contractor is also responsible for any damage to the premises, furniture, fixture and office equipment that may be caused by fire, water or bad weather if such damages are found to be caused due to negligence on the part of the Contractor.

4.The Contractor shall supervise and inspect all work performed by his employees, to ensure that the work meets required standards as well as the term of this agreement. Employees of the Contractor shall take instructions only from the Contractor or his designed supervisor. The ILO Office shall be informed in advance, of the names of all employees of the Contractor working in the ILO Office, who shall be registered with the ECA Security Office and wear ID Card.

5.The Contractor is responsible for ensuring himself and his employees for not being entitled to any payment, benefit, subsidy or pension from the ILO other than the payment agreed in the contract, except as compensation of work agreed in advance and performed outside the terms of this contract.

4.Evaluation Criteria The company shall submit technical and financial proposal for the above stated service to the ILO Country Office Addis Ababa.The technical score is 70% and Financial is 30%. For the financial proposal to be considered, the company shall be technically compliant, which is 70% and above out of 100 for technical evaluation.Technical score weight:Company profile and registration minimum two years work experience with UN Agencies (30%)Previous work experience of the personnel. Minimum two years’ experience (30%)Experience with ILO and multicultural environment of the personnel.
