Text Box: DESCRIPTION OF REQUIREMENTS

The United Nations Economic Commission for Africa (UNECA) is located in Addis Ababa, Ethiopia and is seeking Expressions of Interest (EOIs) from qualified companies with the required expertise and experience to conduct a Feasibility Study on Trade Facilitation through the Northern Corridor using Lake Victoria and Akagera River Navigation by Assessing the current navigability of Lake Victoria and Akagera River, considering the current status and potential of Kisumu Port, especially the newly developed oil jetty, which will serve as a critical node for the Akagera transportation system. By evaluating the economic, technical, and environmental viability of the proposed waterway, identifying necessary infrastructure developments and investment needs, identifying and analyzing legal and cooperation frameworks relevant for project success, exploring potential financing options and business models to support the project and providing strategic recommendations for implementing the waterway project.

The consulting firm is expected to conduct tasks for the feasibility study including but not limited to Literature Review and Data Collection, Technical Feasibility Assessment, Economic and Environmental Analysis,
Legal Frameworks and Cooperation, Stakeholder Consultation and Engagement, Financial and Business Model Development, Reporting and Recommendations. Interested firms will be invited to the tender by “RFP” at a later stage.
SPECIFIC REQUIREMENTS / INFORMATION (IF ANY) The consulting firm should possess extensive experience (at least 15 years) in conducting feasibility studies for transport infrastructure projects, particularly in inland waterway navigation and multimodal transport systems, proven track record of successfully completed similar projects in the region or other comparable regions, strong capability in economic and environmental impact assessments, demonstrated experience in engaging with diverse stakeholders, including government agencies, private sector, and regional organizations. And required to have relevant team composition (Project Manager, Transport Engineer, Civil Engineer, Architect, Hydraulic engineer, Topographer, Maritime and inland waterways safety and security specialist, Sociologist, Economist, Environmental Expert, Financial Analyst, and Legal Expert) with necessary expertise and experience Companies interested in being considered for invitation to participate in the tender MUST submit: a written Expression of Interest in accordance with the instructions provided in this REOI;”A vendor is a legally registered company/institution. Documents to be submitted: Current certificate of incorporation or equivalent document verifying legal status.a Business Registration Certificate and Applicable Trade License (s).a Company profile with submission of proof demonstrating 15 years of relevant experience in conducting feasibility studies for transport infrastructure projects, particularly in inland waterway navigation and multimodal transport systems, proven track record of successfully completed similar projects in the region or other comparable regions, strong capability in economic and environmental impact assessments, demonstrated experience in engaging with diverse stakeholders, including government agencies, private sector, and regional organizations. Companies who do not have relevant experience comparable to UNECA’s requirement will not be invited to participate in the solicitation process even if they send an expression of interest. Vendors who are currently registered at basic or Level 1 in UNGM, for the purposes of this bidding exercise, MUST successfully apply for Level 2 Registration in UNGM before submitting their Expression of Interest. To proof this, Vendors submitting an expression of interest MUST submit proof of their successful application to UNGM for registration to Level 2. Please refer to the EOI instructions embedded in the REOI document for instructions on Vendor registration in UNGM; The successful bidder will be required to Register in UNGM at Level 2 before Contract award.
