INVITATION FOR OPEN TENDER

(Consultancy Service for Interior & Exterior Design and Supervision)

The Bole Bulbula Debremedhanit Medhanialem Church Construction Committee invites all eligible and qualified consulting firms to submit proposals for the Consultancy Service for Interior and Exterior Design and Supervision, including liturgical space configuration for the Cathedral located in Bole Sub-City, Woreda 12, Addis Ababa.

The assignment involves the preparation of a complete interior and exterior finishing design, detailed technical drawings, specifications, and bills of quantities (BoQ). It also includes the preparation of tender documents for the execution of works and supervision of the finishing works in accordance with the approved Terms of Reference (ToR). The consultancy shall be carried out in two phases, namely the Design Phase and the Supervision Phase.

Interested bidders are required to submit valid and renewed professional licenses for Architectural and Engineering Consultancy Services for the current fiscal year, a business registration certificate, VAT registration certificate, and tax clearance from the Ministry of Finance or authorized office. Bidders must also provide evidence of experience in religious or monumental architecture projects. Joint ventures are allowed, provided that a legally binding joint venture agreement is submitted with the proposal.

The complete bidding document, including the Terms of Reference, may be collected from the Church Construction Committee Office No. 14 during working hours upon payment of a non-refundable fee of ETB 500 (Five Hundred Birr). Proposals shall be submitted in two separate sealed envelopes one marked Technical Proposal and the other Financial Proposal. Both envelopes shall be sealed and placed in a single outer envelope clearly marked with the tender title and reference number.

All bids must be accompanied by a Bid Security of 1% of the total bid amount, in the form of a CPO or an unconditional Bank Guarantee issued by a recognized financial institution. The bid security must remain valid for at least 120 calendar days from the date of bid opening. Any bid not accompanied by an acceptable bid security will be rejected.

Bids must be submitted within thirty (30) consecutive calendar days from the date of the first announcement in a newspaper. The bid submission will be on the 30th day of November, 2025 and will be opened on the next working day at 10:00 A.M., in the presence of bidders or their legal representatives, at the Church Office. Late bids will not be accepted and shall be returned unopened.

The evaluation of proposals will follow the Quality and Cost-Based Selection (QCBS) method, in line with the PPPA Standard Request for Proposal (SRFP) procedure. The technical proposal will carry a weight of 70%, and the financial proposal will carry 30%. Only firms scoring 70% or above in the technical evaluation will have their financial proposals opened and evaluated.

The total duration of the assignment shall be twenty-one (21) months, comprising three (3) months for the Design Phase and eighteen (18) months for the Supervision Phase.

The Bole Bulbula Debremedhanit Medhanialem Church  Construction Committee reserves the right to accept or reject any or all bids, to annul the bidding process partially or entirely, or to re-advertise the tender without obligation to any bidder.
