Ethiopia claims over 22 development projects blocked by external opposition, citing collected evidence

Ethiopia has announced that a newly established national committee has documented over 22 infrastructure and water projects systematically obstructed or delayed by external pressures.

According to the Ministry of Water and Energy, the government has compiled comprehensive, evidence-backed findings detailing how regional opposition—specifically highlighting actions by Egypt regarding developments like the Grand Ethiopian Renaissance Dam (GERD)—has targeted vital national investments.

During an interview with state-owned media, Minster Habtamu Itefa stated that external actors have historically attempted to exercise unwarranted pressure, viewing regional infrastructure ambitions as a threat while disregarding international norms and legal frameworks.

To counter these setbacks, Ethiopia’s legal experts, economic specialists, and ministerial advisors have operationalized a robust, three-tiered framework to safeguard national interests.

Outlining the initiative, the Minister explained that the first core parameter focuses on conducting a comprehensive financial audit to quantify the total economic loss imposed on Ethiopia’s development goals and formally pursue claims. The second parameter involves structured payment and compensation requests for vital environmental and climate-related services provided to the region.

Officials emphasized that large-scale national environmental initiatives—such as the planting of over 56 billion trees, with roughly 30% situated within the Blue Nile (Abbay) basin—deliver quantifiable multi-billion-dollar climate adaptation value to downstream neighbors. Furthermore, the ministry highlighted that upstream water management has actively shielded downstream areas from severe environmental extremes.

Citing the current El Niño cycle, which has resulted in below-average rainfall totals, officials noted that downstream nations avoided catastrophic flood and drought vulnerabilities precisely because regulated infrastructure systems helped moderate water flow. Without these strategic developments, regional exposure to extreme weather anomalies would have been significantly more severe.

Reiterating that the nation remains firmly on a trajectory of accelerated economic growth and developmental sovereignty, the ministry urged downstream partners to abandon obstructionist policies. Authorities concluded that a collaborative, win-win framework remains the sole viable path forward, calling on Egypt to align with cooperative regional progress rather than continued resistance.
