Under the scheme of African union for COVID-19 vaccine, Ethiopia will receive 180,000 doses of Johnson and Johnson vaccine.
The African Union (AU), through the Africa Centres for Disease Control and Prevention (Africa CDC), has worked with the African Vaccine Acquisition Trust (AVAT) to secure 400 million doses of COVID-19 vaccines in the coming three months.
As part of the initiative on Monday September, 6, Ethiopia is expected to receive its first delivery dispatch of the vaccine from the AUC.
AVAT was established by the COVID-19 African Vaccine Acquisition Task Team, which was set up in November 2020 by President Cyril Ramaphosa, President of the Republic of South Africa, in his capacity as Chairperson of the African Union (AU), as a support component to the COVID-19 Immunisation Strategy that was endorsed by the AU Bureau of Heads of State and Government in August 2020. AVAT’s main partner institutions are the African Union’s Africa Centres for Disease Control and Prevention (Africa CDC), the African Export-Import Bank (Afreximbank) and the United Nations Economic Commission for Africa (ECA).
Previously, Ethiopia had received 453,600 doses of the Johnson & Johnson COVID-19 vaccine as part of the U.S. government’s global efforts to fight the COVID-19 pandemic.

Don’t stall, vehicle importers urge parliament

Ethio Vehicles Importer Owners Association claims that the outgoing parliament should respond to their claim which they filed over a year ago.
The association leaders expressed concern by stating that if their case was to be transferred to the newly elected parliament, it will be challenging to solve.
When parliament amends the highly discussed excise tax proclamation, which significantly revised the former law, in mid February 2020, the government had given a green light for those, who had secured a bank permit prior to the ratification of the proclamation No. 1186/2020 to import their used cars in six months time with the previous excise rate.
However, importers have claimed that the global pandemic, COVID 19, has created challenges in concluding the process under the given period that ended mid August 2020.
“Following the outbreak of COVID 19 countries have closed their borders, movement of people have been halted and event vessels were stuck on different ports due to that we can not manage transporting the vehicles as per the deadline,” Mohamed Amede, president of the Association explained.

He said that due to that the association had discussed the issue with the Ministry of Finance senior officials and reached on common understanding to see a way to solve the problem, while the case was to be solved by the parliament, which is responsible for the law it amended. The association disclosed that it has followed the required path to file its case for Revenue, Budget and Finance Standing Committee of the parliament and discussed with members of the committee.
“Despite our communications with the standing committee, our issue is not yet solved for the past over a year,” the president complained.
He said that due to the delay of decision from the relevant body, importers are facing unnecessary costs including capital freeze, assets foreclosure for the collateral they borrowed from banks and demurrage at Djibouti and customs warehouse in Ethiopia.
So far 637 vehicles including 308 in Djibouti are stranded for several months because of the stated issue.
Importers argued that following coronavirus occurrence, the government has taken massive measures including easing some rules and regulation to mitigate the challenge that faces on the socioeconomic sphere, “however when it comes to our case we did not get any similar support that others secured, which is a double standard and unfair,” they said on the press conference held on September 2.
“Now we plead the parliament to solve our issue before it leaves for the newly elected parliament,” they said.
Vehicles which are stranded at the port and warehouse with an estimation of over 318 million birr were imported by 86 importers.
The new parliament will be inaugurated in the first week of October.
The association has 1,500 members, while licensed importers from Federal Transport Authority are over 3,000.
The amended excise that became effective as of February 2020 has imposed huge levy on used cars.

DARA in works to digitize vehicle and land transfer

The Federal Document Verification and Registration Agency / DARA/ is working to digitalize its service with Addis Ababa city administration drivers and vehicles license and control authority and land development management.
On Monday August 30, 2021 the agency signed a memorandum of understanding (MoU) with banks to verify documents online to prevent fraudulent documents.
“The agency is working harder than ever to achieve the expected results of the people and the government by fulfilling its mandate and responsibilities,” said Muluken Amare, Director General of DARA.
Accordingly, the institution is always in the process of change, especially in understanding the challenges of using fake documents and subsequent crimes in the service delivery in recent years and to provide quality services based on the realities of the institution. As a result, it is implementing a technology that can bring about radical institutional change by enriching the information technology software system. Moreover, the agency is working to connect its system with Addis Ababa city administration drivers and vehicles license and control authority and land development management as both land and vehicles are major components in the day to day operation of the agency.
As the director general told Capital, the process of transfer of both land/house and vehicles can be easily be done through an online process. Therefore, Addis Ababa city administration drivers and vehicles license and control authority is on the process of applying the system.
The agreement is based on the establishment of an information network between the Agency and all public and private banks in order to prevent and modernize the process of obtaining fake power of attorney through the banks. The director general said the agreement has been prepared to implement the system as it has been possible to create a system to verify the connection online from the agency’s database in a matter of minutes at no extra cost.
Dr. Gideon Timothy, Attorney General of the Federal Democratic Republic of Ethiopia (FDRE), who was the guest of honor at the forum, said such a system would play a key role in reducing documents fraud and saving banks from robbing customers.
The agreement was signed by Abyssinia, Zemen, Union, Berhan, Addis International, Wegagen, Abay, South Global, NIB International, Anbessa International, Awash and Oromia International Banks with their Presidents and representatives. Two months ago, the agency signed the agreement with the Commercial Bank of Ethiopia. Similarly, two weeks ago, the agency signed an agreement with Bunna International Bank and the service is being extended to all branches. As Muluken said, the system is 100 percent effective.
The scheme is the beginning of the ongoing new technologically advanced operation that the agency will apply in the near future. He said that the new system will play a big role to tackle forgery and safeguard citizens from illegal actors.
