Visit of United States (U.S.) Government Justice Delegation to Liberia

From September 22-24, 2024, an interagency delegation of representatives from the U.S. Department of State’s Office of Global Criminal Justice, Homeland Security Investigations, Department of Justice (U.S. Attorney’s Office, Philadelphia), and Federal Bureau of Investigation will visit Liberia to strengthen U.S.-Liberian cooperation across the justice sector and contribute to Liberian efforts to establish a War&Economic Crimes Court.

The delegation will meet representatives from the Liberian government, as well as Liberian counterparts in law enforcement, the legal sector, and civil society, to build partnerships, exchange ideas, and share experiences with regard to prosecuting complex cases in a trauma-informed and victim-centric way. The delegation brings extensive experience investigating and prosecuting war crimes and other atrocity crimes, as well as victim support.

“We commend Liberia’s commitment to build a War and Economic Crimes Court, and we are proud to send this delegation to Liberia to support local efforts towards justice and accountability,” said Ambassador-at-Large for Global Criminal Justice, Beth Van Schaack. “We stand ready to be a partner as Liberia takes on this challenge, and we hope this visit will be the start of a productive relationship, where both U.S. and Liberian officials can learn from each other.”

Ambassador Han Jing Pays a Courtesy Call on H.E. Azim Yarakhmedov, Russian Ambassador to Zambia

On September 19, Ambassador Han Jing paid a courtesy call on H.E. Azim Yarahmedov, Russian Ambassador to Zambia, and had a cordial conversation on topics of common interest.

Amb. Han said that under the leadership of the two heads of state, China and Russia have continuously enriched and consolidated the comprehensive strategic partnership of coordination for a new era, strengthened strategic coordination in international affairs, and jointly practiced true multilateralism. China and Zambia are implementing the outcomes of the 2024 Summit of the Forum on China-Africa Cooperation (FOCAC), which Zambian President Haikainde Hichilema recently attended. China is ready to work with all parties, including Russia, to provide assistance within its capacity to Zambia in drought relief and economic and social development.

H.E. Yarakhmedov congratulated on the success of the FOCAC Summit and welcomed Amb. Han on his new position. He said that both Russia and China are important partners of Zambia. Russia is ready to strengthen strategic coordination with China, take advantage of the opportunity of revitalization of TAZARA, and help Zambia develop in all sectors. As the rotating chair of the BRICS this year, Russia will make the BRICS Summit in Kazan a success.

On the evening of September 20, Amb. Han attended a banquet for ambassadors of the BRICS countries to Zambia hosted by the Russian Ambassador.

Deputy Speaker rallies Chinese lawmakers to invest in Uganda’s Tourism

The Deputy Speaker of Parliament, Thomas Tayebwa, has asked a visiting delegation of Chinese legislators to use their influence to promote Uganda as one of the tourism destinations for their citizenry.

“We hope your visit will help raise the profile of Uganda in China as a destination for Chinese tourists, we appeal to you to use your office to encourage Chinese tourists to visit Uganda, the Pearl of Africa,” Tayebwa told the delegation from the National People’s Congress (NPC) of China, led by H.E. Zhong Shan on Monday, 23 September 2024 at Parliament House.

Zhong Shan is a member of the Standing Committee of the NPC which is China’s highest organ of state power and its national legislature. He is also the Chairman of the Financial and Economic Committee of the NPC.

Tayebwa commended Uganda’s friendship with China highlighting key milestones in the physical infrastructure that has been constructed and expanded with financial assistance from the Government of China.

“Some of the major projects that benefited from the loans from China include: Kampala-Entebbe Expressway, 183MW Isimba Hydro Power Plant and the Karuma Hydro Power Plant, expansion of the Entebbe International Airport and participation in the National ICT backbone project. For these and many more, we are grateful and hope to continue engaging,” said Tayebwa.

Tayebwa was equally grateful to China for the favourable trade relations, applauding China for including Uganda among the countries benefiting from the 98 percent tax waiver on China’s imports.

He noted that Uganda has submitted a list of products to benefit from the tax waiver but is still grappling with meeting the required standards. The products include beef, pepper and aquatic products (fish and fish products).

“Total earnings from Uganda’s exports to China is at US$94.93 million compared to US$1.817 billion imports from China [Bank of Uganda, 2023]. We need to increase our exports to china,” Tayebwa said in regard to the balance of trade between the two countries.

He appreciated China’s commitment of US$51 billion pledge towards programmes in Africa for the next three years, which the Chinese President, Xi Jinping announced at the just concluded summit on Forum on China-Africa Cooperation in Beijing.

Zhong on his part said China is ready to ‘walk shoulder to shoulder’ with Uganda among other African Countries to implement the outcomes of the forum.

“China-Africa relations have been deepened, and as H.E. Xi Jinping announced at the opening ceremony of the summit that China will join Africa to implement the 10 partnership actions through its national organisations,” said Zhong.

As the chairman of the Financial and Economic Committee, Zhong pledged to table Tayebwa’s proposals and concerns before the committee upon his return to China.

The Minister of State for Finance, Planning and Economic Development (General Duties), Hon. Henry Musasizi, applauded the Chinese government for their remarkable contribution to Uganda’s economy which he said has been steadily growing with an average six percent GDP growth rate.

Musasizi mentioned an ambitious strategy by the Ugandan government to boost its GDP rate from US$55 billion to US$500 billion by 2039.

The meeting held in the Parliament Conference Hall was also attended by MPs Moses Aleper; Mwine Mpaka; Robert Migadde; Dicksons Kateshumbwa; Sylvia Nayebale; and Amos Kankunda.

The African Development Bank Group grants over $67 million to Madagascar to relaunch its economy and improve governance in its energy sector

The Board of Directors of the African Development Bank Group (www.AfDB.org) approved a loan of $67.3 million to Madagascar on 20 September 2024 to implement the first phase of its economic growth-inducing Financial Management and Resilience Support Programme for 2024-2025.

The loan from the African Development Fund, the Bank Group’s concessional financing window, includes funding from the Transition Support Facility.

“The programme aims to contribute to the creation of favourable conditions for strong and inclusive economic growth by strengthening economic and financial governance, and improving economic resilience,” said Adam Amoumoun, manager of the African Development Bank’s Country Office in Madagascar.

“It is supporting the Malagasy authorities in implementing the priority reforms of Madagascar’s General State Policy (PGE) 2024-2028 and New Energy Policy for 2015-2030. It will help remedy the investment deficit by increasing the budget, through releasing additional resources for economic recovery, while improving governance in the energy sector,” he explained.

The programme plans to support the roll-out of the Integrated Tax Administration System (SAFI) to modernize tax management, computerize tax operations, facilitate local revenue collection and taxpayer management, and combat tax fraud. It will also support the creation of a national register of beneficial owners of legal entities and legal structures, to identify people controlling businesses and facilitate investigations in case of corruption.

In terms of improving governance in the energy sector, the programme plans to support the action plan established by the JIRAMA (Madagascar’s public corporation for electricity and water services) and improve its short-term technical and financial performance to reduce the need for state support.

As a priority, the programme will support the people of Madagascar, by creating a better regulatory framework for promoting investments and the development of public-private partnership (PPP) projects and better sectoral governance, specifically in energy. This will help improve the business environment and attract investments to sectors that create jobs.
