Ghana National Petroleum Corporation (GNPC) Chief Executive Officer (CEO) to Outline Ghana’s Oil & Gas Prospects at African Energy Week (AEW) 2024, Following Launch of $60B Petroleum Hub Project

Expected to launch 17 oil and gas projects during the period 2023-2027, Ghana is bolstering its oil and gas industry through new deepwater drilling campaigns and a $60-billion petroleum hub project. Recently-appointed Ghana National Petroleum Corporation (GNPC) CEO Joseph A. Dadzie will speak on the country’s efforts to drive production increases, grow domestic refining capacity and build a diversified national energy economy at African Energy Week: Invest in African Energy 2024 in Cape Town this November.  

Ghana’s upstream oil and gas sector is currently experiencing revitalized growth, driven by new onstream projects set to enhance the country’s oil production capacity, tap into new reserves​ and reverse declining output. Key projects include Tullow Oil’s deepwater Jubilee Field, which aims to bring onstream three new producer wells and two water injectors this year. Two producer wells have already come online, increasing the field’s production to more than 100,000 barrels per day (bpd). The ultra-deepwater Pecan Phase 1A Upstream Project – led by GNPC, Aker Energy and Lukoil, among other partners – is currently in approval stage and expected to start commercial production in 2025. Additionally, the Ntomme Far West Development is currently in the pre-feasibility stage, with progress made towards drilling the first well.

Ghana’s downstream oil and gas sector is also expanding significantly, with key infrastructure projects such as the $700-million gas processing plant at Atuabo and the $380-million Tema VI Liquids Storage Terminal enhancing the country’s refining and storage capacities. Moreover, the government of Ghana finalized agreements in June 2024 to develop the initial phase of the first integrated downstream petroleum hub in West Africa. To be funded by the TCP-UIC private-sector consortium, the multi-phase project includes three refineries, five petrochemical plants, storage tanks, jetties, a port and associated LNG and logistics infrastructure. The development supports Ghana’s plans to become the premier destination for energy trading in West Africa. The country signed agreements with Senegal and The Gambia in July 2024 to increase the export of petroleum products, expanding its network that already includes Mali, Niger, Burkina Faso, Ivory Coast and Togo.

Meanwhile, GNPC has been pivotal in advancing local content within Ghana’s oil and gas sector, aiming to maximize the participation of Ghanaian businesses and professionals in the industry. The NOC has actively supported the development of local skills and capacity through partnerships with educational institutions and specialized training programs. In May 2024, GNPC Foundation opened applications for its 2024/2025 local scholarship program, which targets undergraduate and postgraduate students pursuing degrees in Ghana. Additionally, GNPC’s efforts include collaborations with IOCs to ensure technology and knowledge transfer, further embedding local expertise into the sector and directly addressing the skills gap in the industry.

UTM Offshore’s Julius Rone Joins African Energy Week (AEW) 2024 Amid Bold Floating Liquefied Natural Gas (FLNG) Plans in Nigeria

Nigerian oil and gas company UTM Offshore is advancing to the Engineering, Procurement, Construction, Installation and Commissioning phase of its FLNG project in Nigeria. The project – the first FLNG facility to be developed by a local player – has a planned capacity of 1.5 million tons per annum as well as 176 million cubic feet of natural gas and condensate and 300,000 tons of LPG. With a mission to become a leading global provider of FLNG solutions, UTM Offshore is setting the pace in offshore gas monetization in West Africa.

UTM Offshore plans to make FID on its Nigerian FLNG facility in 2024. The company signed a Heads of Agreement with Nigeria’s state-owned Nigerian National Petroleum Company (NNPC) in 2023, laying out the terms of the NNPC’s 20% equity contribution to the project. Set to be complete by 2026, the FLNG facility features an integrated model that prioritizes both exports and the domestic utilization of gas resources. In addition to equity terms, the NNPC agreement outlines a pathway for ensuring LPG is produced for the domestic market. As such, the project is expected to enhance domestic fuel security while reducing the reliance on wood-fired fuel solutions.

In addition to energy supplies, the UTM Offshore-FLNG project serves as an important infrastructure solution that aligns with the country’s energy transition goals. The project aims to monetize currently-flared gas resources from the offshore Yoho Field, producing LNG, LPG and condensate. As such, the facility not only unlocks a new energy source through the monetization of flared gas but reduces the Yoho Field’s greenhouse gas emissions in line with environmental targets. Meanwhile, the FLNG project goes beyond energy and environmental benefits to create tangible opportunities for local business and communities. The project is estimated to provide up to 3,000 direct employment opportunities and 4,000 indirect employment opportunities while LPG supplies are anticipated to reduce the cost of cooking gas in the country.

Beyond the FLNG project, UTM Offshore specializes in the sale and purchase of Nigerian crude oil; marine logistics and support services; product pipeline services; and dredging services. Key projects spearheaded by UTM Offshore include the construction of a floating barrier in Lagos, Nigeria to improve security and marine logistics; the dredging of engineering and drilling company Saipem’s third jetty in the Port Harcourt Base; security patrol services to major IOCs in Nigeria, and more.

Golar LNG Chief Executive Officer (CEO) to Discuss Pioneering Competitive Liquefied Natural Gas (LNG) Solutions at African Energy Week (AEW) 2024

Marine infrastructure operator Golar LNG recently signed a milestone deal to develop a floating LNG (FLNG) facility in Nigeria, bolstering the country’s gas commercialization efforts. Driving technology and innovation in the sector, Golar LNG CEO Karl Fredrik Staubo will discuss the company’s latest projects and role in monetizing Africa’s gas resources at the African Energy Week: Invest in African Energy 2024 conference this November.

Golar LNG represents one of the largest independent owners and operators of marine-based LNG midstream infrastructure globally. In June 2024, the company signed an agreement with the Nigerian National Petroleum Corporation for the deployment of an FLNG facility offshore Niger Delta. With a capacity of 400-500 million standard cubic feet per day, the facility will produce LNG, LPG and condensate, monetizing proven gas reserves within the country’s shallow water acreage. With FID targeted by the end of 2024, first gas production is expected by 2027. In February 2024, the Gimi FLNG vessel – owned and operated by Golar LNG – arrived on site at the Greater Tortue Ahmeyim (GTA) LNG development in Senegal and Mauritania, set to process over 400 million standard cubic feet of gas daily and representing a major project milestone.

Golar LNG is widely recognized for its innovation in Africa’s gas sector – notably, through the Hilli Episeyo FLNG vessel, which operates offshore Cameroon and represents Africa’s first FLNG unit to be converted from an existing LNG carrier, with a production capacity of 2.4 million tons per annum (MTPA). Key additions to production capacity include Mozambique’s Area 1 LNG project, poised to produce 12.88 MTPA upon completion; Nigeria’s NLNG Train 7 project, expected to boost the country’s LNG production capacity by 35% to 30 MTPA; Senegal and Mauritania’s GTA project, set to deliver 2.5 MTPA in its first phase; and Tanzania’s LNG export project, which plans to develop a 10 MTPA facility. During the conference, Staubo is expected to discuss strategies for securing financing for LNG facilities, enhancing infrastructure and navigating above-ground challenges to ensure successful and on-time project delivery.
