National Competitive Bidding (NCB)

1. Invitation to Bid

The Somali Regional State Education Bureau invites sealed bids from qualified and eligible bidders for the procurement of the goods and works listed below.

2. Procurement Method and Bid Security

Bidding will be conducted through National Competitive Bidding (NCB) and is open to all interested and eligible bidders. Bid evaluation shall be determined in accordance with the provisions indicated in the Bid Documents.

All bids must be accompanied by a bid security equivalent to 2% (Two Percent) of the bid price, in the form of a CPO or bank guarantee. Insurance bonds are not acceptable. The bid security shall remain valid for 60 days after bid opening.

3. Submission of Bids

Bids shall be submitted to the address of the Somali Regional State Education Bureau indicated in this Invitation for Bids. Bidders shall submit separate technical/original and/Original and copy offers in accordance with the instructions provided in the Bidding Documents.

4. Eligibility and Required Documents            

Bidders are required to submit an official application letter, a renewed Trade License Valid for 2019 E.C. Taxpayer Registration Certificate, valid tax clearance/tax payment documents, VAT Registration Certificate, and Supplier Registration Certificate, together with any other documents required in the Bidding Documents.

5. Deadline for Submission and Bid Opening

Bids must be delivered   to the Somali Regional State Education Bureau on or before 9:30 A.M.  (East Africa Time), 15 calendar days from the date of publication/announcement in the Ethiopian newspapers.  Late bids will be rejected.

Bids will  be opened  on the same  day at  10:00 A.M. (East  Africa  Time)  at the place specified  in the Bidding

Documents.

6. Bidding Documents

A complete   set of Bidding  Documents   in English  may be purchased  directly  from  the Somali  Regional  State Education   Bureau,   Procurement    and  Logistics   Department,   Room No. 04, upon  payment  of a non-refundable   fee of ETB   1,000.00  (One  Thousand   Birr)  by interested  bidders  and submission   of a written  application.

7. Acceptance and Delivery Address

Somali Regional State Education Bureau reserves the right to accept or reject any bid.
